Oshima Ferry Pet Congestion Refusal Backup Guide

Short answer: Tokai Kisen warns that pets may be refused during congestion, so a pet traveler on Izu Oshima should not treat boarding as automatic. Arrive early, confirm the correct port and ship, keep the pet in a closed 45cm-compliant carrier, handle the pet-ticket counter step first, and prepare a backup for alternate departure, lodging or waiting base, and bus or taxi return from the port.

Last checked: August 25, 2026. Pet acceptance, congestion, pet-room procedure, carrier rules, ship type, counter handling, fares, refund handling, port choice, operation status, lodging, bus, taxi, weather, and sea conditions can change. Always follow current Tokai Kisen counter guidance and direct operator answers.

Understand What “May Be Refused” Means

Tokai Kisen’s pet page says pets may be refused during congestion. It also says pets must be inside a cage or basket no more than 45cm per side, fully enclosed with no face or body visible, and placed where crew instruct.

This does not mean every busy sailing will reject pets. It means the decision is operational, not emotional. The best backup is to reduce avoidable problems: arrive early, use a compliant carrier, complete the pet-ticket step before the line becomes urgent, and ask staff directly before you assume the pet can board.

Remove The Easy Reasons For Refusal

Tokai Kisen says open-top bags such as tote bags cannot be accepted. Jet ferries accept only pets that fit inside the 45cm cage or basket, and large pets cannot board. Large passenger ships have pet rooms, and travelers should complete the onboard information-desk procedure after boarding.

Before you leave lodging or a waiting base, test the actual carrier. It should close fully, hold the pet’s whole body inside, and stay manageable with your luggage. If the pet can only travel with its head out, or if the carrier is too large for the operating ship, the backup plan needs to start before you reach the gate.

Use The Counter As Early Warning

Tokai Kisen’s boarding-flow page says day-of-departure ticket purchase happens at the boarding terminal, prepayment vouchers must be exchanged at the counter, and boarding procedures should be completed early. It also warns that a reservation may be forfeited if procedures are not completed 15 minutes before departure.

For pet travelers, the counter is where uncertainty should surface early. Present the passenger ticket, state the destination, explain the pet, ask to purchase or confirm the pet ticket, and ask whether the pet can be accepted on the current ship. If the answer is no, you still need time to ask about a later departure, refund or ticket handling, and how to leave the port calmly.

Confirm The Real Ship And Port

Tokai Kisen’s operation-status page says users should refresh the page before checking. The Oshima section shows ship type, port, operation status, and notes. The same page warns that Oshima has two ports, Okada Port and Motomachi Port, and arrival and departure ports may differ.

A refusal backup is weaker if it is built at the wrong port. Check the update time, departure port, ship type, and any condition note before you commit to bus or taxi. If the port changes, your later departure, lodging area, and return-from-port transport all change too.

If The Pet Cannot Board This Sailing

Ask Tokai Kisen staff what the ticket path is before buying another plan. Tokai Kisen says that for service cancellations, using another departure time requires a new reservation. Its cancellation rules also say that after a cancelled return journey, changing to another ferry requires a new reservation through customer service or the counter, and travelers with issued tickets should present them at the counter.

If the issue is pet congestion rather than a ship cancellation, do not assume the refund or change rule is the same as weather cancellation. Keep the passenger ticket, pet-ticket receipt if issued, reservation number, and staff guidance together. Write down the name of the departure you are trying next, because stress at the counter is excellent at erasing details.

Build A Waiting Base

Oshima Tourism Association’s accommodation page lists lodging by northern, central, and southern areas. It also warns that Okada Port in the north and Motomachi Port in the central area are used according to same-day sea conditions, and that the departure port is not known until the day.

If the pet cannot board, your next task is not sightseeing; it is finding a pet-safe waiting base. Call lodging, the tourism association during office hours, or a place you already used and ask specific questions: can the pet wait in the closed carrier, can luggage stay, is water available nearby, and can you leave quickly for either port if the next ship changes?

Plan The Return From Port

Oshima Tourism Association says taxis do not cruise, night service is very limited, most taxis wait at ports or the airport, and travelers should inquire by phone. Izu Oshima Navi says travelers should check Oshima Bus for the latest timetables and explains that the useful timetable changes with the day’s port because Motomachi and Okada are used according to wind and wave conditions.

Oshima Bus’s FAQ says pets may be brought only if they are small breeds and inside a cage. It also says Suica, PASMO, and other IC cards are not accepted; cash or PayPay is accepted, and change is limited to 50-500 yen coins and 1,000 yen notes. A backup plan should include enough cash, a charged phone, and a way to move the pet and luggage away from the terminal without opening the carrier in a crowded place.

Congestion Refusal Backup Checklist

  1. Refresh Tokai Kisen’s Oshima status and confirm the current ship, port, departure time, and notes.
  2. Arrive early enough to ask about pet acceptance before the normal boarding line becomes urgent.
  3. Use a closed carrier no more than 45cm per side, with the pet fully inside and no face or body visible.
  4. Do not use an open-top bag such as a tote bag.
  5. At the counter, present the passenger ticket, state the destination, and ask about pet-ticket purchase and acceptance.
  6. If the pet cannot board, ask whether a later departure or new reservation is possible and what happens to the issued ticket.
  7. Call lodging or a waiting base before leaving the port area.
  8. Use bus or taxi only after confirming the actual port, carrier rule, payment, luggage, and timing.
