Oshima Ferry Pet Issued-Ticket Counter Guide

Short answer: If you already have an issued ferry ticket, prepayment voucher, or reservation number on Izu Oshima and you are traveling with a pet, treat the Tokai Kisen counter as part of the journey, not a formality. Confirm the correct port and ship, bring the issued ticket or voucher, explain the pet, buy or confirm the pet ticket, complete the boarding procedure early, and leave enough buffer before the 15-minute forfeiture warning.

Last checked: August 25, 2026. Counter handling, refund handling, rebooking availability, pet-ticket rules, pet acceptance, carrier rules, port choice, operation status, bus timetables, taxi availability, fares, payment methods, weather, and sea conditions can change. Always follow current Tokai Kisen counter guidance and direct operator answers.

First, Make Sure You Are At The Right Counter

Tokai Kisen’s operation-status page says users should refresh the page before checking, and the Oshima section shows ship type, departure port, operation status, and notes. The same page warns that Oshima has two ports, Okada Port and Motomachi Port, and that arrival and departure ports may differ.

That means the counter problem begins before the counter. If you take a bus or taxi to the wrong port, your issued ticket and pet paperwork are still real, but the time buffer may be gone. Check the current Oshima departure port, update time, ship type, and any conditional note before leaving lodging or a waiting base.

Bring The Full Ticket Trail

Tokai Kisen’s cancellation rules say that if a return journey is cancelled, the return reservation is automatically cancelled and no cancellation fee is charged. If you want to use another ferry, Tokai Kisen says to make a new reservation through customer service or at the counter at each port. Customers with issued ferry tickets should present those tickets at the counter on the departure day.

Do not arrive with only a memory of the booking. Bring the issued passenger ticket, prepayment voucher, reservation number, purchase method, name used for the booking, phone, payment card or cash, and any message showing the cancellation or change. If several people are traveling, keep the pet traveler’s documents with the pet carrier rather than inside a suitcase already sent ahead.

Know What A Voucher Still Needs

Tokai Kisen’s boarding-flow page says that if you purchased a prepayment voucher, you need to exchange it for a ticket on the departure day at the ticket counter. The same page says to complete boarding procedures as early as possible and warns that a reservation may be forfeited if boarding procedures are not completed 15 minutes before departure.

For a pet traveler, that deadline is tight because the counter conversation is not only “ticket, please.” You may need to explain the pet, confirm the carrier, buy a pet ticket, ask about the pet room, or handle a cancelled-return rebooking. Aim to reach the counter well before the minimum, especially if the port has just changed.

Add The Pet Ticket Step

Tokai Kisen’s pet page says pets must be inside a cage or basket no more than 45cm per side, with the whole body inside and no face or body visible. It also says travelers should present the passenger ticket at the counter, state the destination, and purchase a pet ticket.

This is why the pet cannot be treated as luggage discovered at the gate. Tell the counter about the pet while you still have time to adjust. Tokai Kisen also says pets may be refused during congestion and that open-top bags such as tote bags cannot be accepted. A closed, compliant carrier is the practical difference between a solvable counter step and a boarding problem.

Match The Pet To The Ship Type

Tokai Kisen’s FAQ says pets may board if placed in a cage or carry-on with sides no longer than 45 cm, with face and body parts not visible. The pet page adds that large passenger ships have pet rooms and that travelers complete the onboard information-desk procedure after boarding.

High-speed jet ferries are different for pet planning. Tokai Kisen says jet ferries accept only pets that fit inside the 45cm cage or basket, and large pets cannot board. If a cancellation or port change pushed you from one ship type to another, do not assume the old pet plan automatically transfers. Confirm the ship type before the counter line becomes urgent.

Refunds Are A Counter Question, Not A Guess

Tokai Kisen says that if issued ferry tickets are not used after a cancelled return journey, refunds are handled at port counters within 30 days, excluding tours and special discount tickets, and refunds to domestic or overseas bank accounts are not available. The boarding-flow page also says that for service cancellations, advance-ticket holders may request a refund within 30 days at the place of purchase, and using another departure time requires a new reservation.

Those details are useful, but they are not a promise that every ticket in your hand is refundable in the way you expect. Tour tickets, special discounts, agency purchases, and multiple changes can behave differently. Ask the counter what happens to the issued ticket before you throw anything away or buy a second route without understanding the first one.

Build The Transport Buffer Around The Counter

Tokai Kisen’s FAQ advises arriving about one hour before departure for large passenger ships and about 30 minutes before departure for high-speed jet ferries. Oshima Tourism Association says taxis do not cruise, night service is very limited, most taxis wait at ports or the airport, and travelers should inquire by phone. Izu Oshima Navi also says travelers should check Oshima Bus for the latest timetables.

If using Oshima Bus, remember that its FAQ says pets are allowed only if they are small breeds and inside a cage. It also says Suica, PASMO, and other IC cards are not accepted; cash or PayPay is accepted, and change is limited to 50-500 yen coins and 1,000 yen notes. The bus or taxi goal is not “arrive before departure.” It is “arrive early enough to solve the counter and pet-ticket step.”

Counter Checklist For Pet Travelers

  1. Refresh Tokai Kisen’s Oshima status and confirm the actual port, ship type, departure time, and notes.
  2. Bring issued ferry tickets, prepayment vouchers, reservation number, purchase method, and cancellation or change messages.
  3. Tell the counter clearly that you are traveling with a pet before the ticket is finalized.
  4. Confirm whether you need a new reservation after a cancelled return journey.
  5. Present the passenger ticket and purchase or confirm the pet ticket as instructed.
  6. Check whether the ship is a large passenger ship with pet-room procedure or a high-speed jet ferry with the stricter carrier-size practical limit.
  7. Keep the pet fully inside a closed carrier no more than 45cm per side unless official staff instruct otherwise.
  8. Complete the boarding procedure before the 15-minute forfeiture warning and keep the ticket stub or boarding card after gate processing.
